Can the City Establish a "No Knock" List to Stop Door-to-Door Solicitors?

Can Lake Elsinore please create an online "No Door-to-Door Solicitation List" like the one that Ft. Collins uses that you can see at https://secure.fcgov.com/nosolicit/ ? Require all licensed solicitors to have a copy of the list so they know which doors to not knock on and make it a misdemeanor to then knock on the door of people who have properly signed up for the "No Knocking" list. Additionally, can the city tighten up the door-to-door restrictions like Ft. Collins which prohibits solicitations after sunset and require criminal history checks of individually licenced solicitors? Please see Ft.     I agree! Can signs be established through out the neighborhoods “NO SOLICITING IN THESE NEIGHBORHOODS”. Someone rang my doorbell at 7:30p night before last saying they were in a contest, and needed my help.. my reply was I don’t participate in contests. I didn’t open the door, I spoke through the door as I looked in the peep hole, it was two men..

    This thought is good, but don’t think thi is within the jurisdiction of the City Manager.
